  • Welcome back! Season 10 of The Big Bid Theory, brought to you by BidPrime and Beacon Bid! It's hard to believe we've been on the air for a decade now, and what a journey it's been. But enough sentimentality, let's dive into the excitement of our first episode!

    In this monumental season opener, we're thrilled to introduce Denise Finn, Procurement Services Manager at the City of Fort Myers and President of FAPPO (Florida Association of Public Procurement Officials).     Our Guest: Celeste Walker-Harmon, MBA, CPPO, CPSM

    Celeste Walker-Harmon is the Assistant Finance Director for Procurement/Chief Procurement
    Officer for the City of Coral Gables. She has been with the city since 2017 and is responsible
    for managing the day-to-day operations of the Procurement Division. In her role as Chief
    Procurement Officer she ensures the citywide compliance of all purchases with the applicable
    city, state and federal statutes, laws, ordinances and regulations. Her team facilitates the
    procurement of goods, services, equipment and construction projects.

    Mrs. Walker-Harmon has 25+ years of professional procurement experience in the public
    sector. Her experience covers a variety of government/public sector areas that include several
    City and County governments, a public school system and the Department of Transportation in
    Georgia.

    Mrs. Walker-Harmon earned her M.B.A, is a Certified Public Procurement Officer (CPPO), a
    Certified Professional in Supply Management (CPSM), a certified Procurement Professional
    with NIGP (NIGP-CPP) and is Lean Six Sigma Yellow Belt and Green Belt Certified.

    Our Guest: Kirk Buffington, FNIGP, NIGP-CPP, CPPO, C.P.M., MBA, MLS

    Kirk Buffington is a dedicated leader in the procurement profession with over 30 years of experience. He is the former Director of Finance and Procurement for the City of Fort Lauderdale, Florida.

    Kirk has been an active member of the National Institute of Governmental Purchasing (NIGP) since 1993. He has held numerous leadership positions within NIGP at both the chapter and national levels. Kirk served as President of the NIGP Southeast Florida Chapter, as well as President of NIGP Inc. from 2008-2009.

    At the 2023 NIGP Forum, Kirk was named an Albert H. Hall NIGP Fellow in recognition of his significant contributions to the advancement of public procurement. He was also honored with NIGP's Distinguished Service Award for his dedication and commitment to the institute.

    Kirk earned his Bachelor's Degree in Business from Florida State University and a Master's Degree in Business Administration with a focus on Logistics and Materials Management from Webster University. He recently graduated with a Master's degree in Legal Studies from the University of Cincinnati College of Law.

As the City Recorder for Murray City, Utah, she has spent the last 5 years immersed in all things procurement. Brooke's passion for procurement led her to serve in several leadership roles with the Utah Chapter of NIGP, including the chapter's past president. In addition, she currently serves on NIGP's National Finance Council and assists with marketing for Radio NIGP. An early adopter and advocate for AI tools, Brooke has been training colleagues since December 2022 on how to utilize AI to work more efficiently, achieve better outcomes, and communicate more effectively. We cleaned carpet, ceramic tile, and upholstery in the hospitality industry and serviced over 50 hotels across several states. At the start of 2020, we were opening our first two franchises, and two weeks before they opened, Covid 19 hit. Advanced Floor Care then pivoted the business to find an answer for hotels to reopen and service their guests. In our search, we discovered a way to offer all commercial facilities, air purification, energy monitoring, air quality monitoring, and security monitoring.     Coming up for David: He has a number of classes coming up this fall. He will be speaking at the Mississippi NIGP Chapter conference in Natchez, MS in mid-October and also the Georgia NIGP Chapter in mid-November.
    Bio: David Nash retired as a Chief Warrant Officer Three from the United States Army in 1988 after 20 years of service in inventory management. In 2007, he retired from the City of Fort Lauderdale after 18 years of service in warehousing and procurement.

    David holds Bachelors and Masters Degrees in Business Administration. He was the last President of the Governmental Purchasing Association of Southeast Florida, having successfully led a merger with the SE Florida Chapter of NIGP in 2001. He was also the President of the Florida Association of Public Procurement Officials in 2006-2007

    David was presented with FAPPO’s George H. Wolf Distinguished Service Award in 2010. In 2014, he was presented with FAPPO’s Educator of the Year Award. In 2019, he was presented with his second George H. Wolf Distinguished Service Award for his overall contributions to FAPPO during 25 years of membership.

    David is a certified instructor for NIGP and from 2010 to 2013 he served on the Evaluation Committee for the National Procurement Institute’s Achievement of Excellence in Procurement Award. Since creating the online “Question of the Day” in 2007, he has helped thousands of procurement professionals prepare for their CPPB, CPPO and NIGP-CPP exams. For this contribution, he was presented with the "Spirit of NIGP Award" at the NIGP Forum in 2013.

    For his overall contributions to the procurement profession, he was presented with NIGP’s Distinguished Service Award at the 2018 Forum in Nashville, TN. David currently serves on the Mentorship Committee for NIGP, as well as Radio NIGP. He previously served from June 2015 to December 2019 as one of that organization’s first Chapter Ambassadors in Area 5. In August 2020 he was part of the inaugural group to receive the new NIGP-CPP certification.

    Paul founded DroneHive in 2016 to fill the need that corporations have for professional drone expert services. He has more than a dozen years of experience in resource management in technical contract labor and staff augmentation, most of it for multinational corporations in heavily regulated industries. At DroneHive, he is responsible for company strategy and business operations. He also oversees the sales and marketing teams.

    Prior to founding DroneHive, Paul helped build a global resource management firm supporting the highly-regulated drug and medical device manufacturing companies. In his eight years at Validant, he helped build it from a start-up to more than a $100 million in annual revenue. He is an expert at helping clients manage resources and create jobs without a long-term commitment during periods of uncertain growth.

    Paul holds a B.S. degree in Finance from Lehigh University and started his career as an financial analyst on Wall Street. He is a certified remote pilot and spends his free time with his wife and son enjoying the outdoors.
