    昨日は、日本にとっても重要な国の一つであるタイが、持続的な経済成長の結果、「中進国の罠」、もしく「中所得国の罠」という状況に陥っているというお話でした。開発途上国から中進国には来たものの、次の段階の先進国にいけないという状況について、説明しました。微笑の国タイは、日本人にとっても親日的でとても良いイメージがありますし、政治的にも経済的にも安定した国と考えられてきました。ところがここ数年間、政情不安や首相の亡命、洪水の被害、国民から尊敬された前の国王の死去と、あまり良いニュースが聞かれないように思います。日本は40年間にわたってタイの最大の投資国であり、日本企業は製造業を中心にタイに積極的に進出してきました。先月も、タイに進出している安川電機や日産自動車の現地法人を訪問させていただきましたが、日本の自動車メーカーはタイを完成車の一大海外輸出拠点として位置付けており、そのためにロボットを製造する安川電機も現地に拠点を置かれています。ただ一人当たりGDPの5,900ドルのタイは、まさに中所得国であり、もはや人件費や製造コストの低さを狙って進出する国ではないということです。成長した結果としてのジレンマで、とても微妙な位置にあると言えます。毎年世界経済フォーラム(WEF)が出される「国際競争力ランキング」という調査報告がありますが、それでタイの現状分析を見てみたいと思います。タイは調査対象の140カ国中32位にランクされていますから、世界でもある程度国際競争力がある国と評価されているということになるかと思います。強みとしては、経済環境や国民の初等教育のレベルは非常に高く評価されています。一方で、イノベーションと高等教育が弱点として指摘されています。日本企業を含めた多くの外国企業が生産拠点を置いているタイでは、外から持ち込まれた技術で生産はしても、自ら新たな技術を生み出す能力が十分ではないということでしょうか。タイは当然そういう状況を自国でも認識しています。そこで、タイ政府が2015年に長期ビジョンとして打ち出したのが、今後の成長を持続するための施策である「Thailand4.0」です。最近ドイツ政府が主導する「インダストリー4.0」という第4の産業革命を意味する言葉もありますが、タイ政府も経済成長の第4段階に入ることを意図しています。その4つの段階について、簡単に説明します。1.0の第1段階は、農業や家内工業が中心の時代です。2.0の第2段階に入ると天然資源や安価な労働力を活用した軽工業が成長した時代になります。3.0の第3段階は、まさに現在まで続く外国企業の進出により重化学工業が成長の牽引役になった期間です。それに対して、4.0の第4段階では、産業の高度化や高付加価値化を意図しています。まさに、弱点とした認識されるイノベーションや創造性の強化です。「Thailand4.0」では、10の分野を新たな成長産業に位置づけられているのですが、それは既存の産業をさらに高度化する部分と、新しい産業を創造することの2つに分けられます。既存の産業の高度化は、次世代自動車、スマートエレクトロニクス、農業やバイオテクノロジー、食品加工、医療・健康ツーリズムといった実績のある部分をさらに伸ばして、さらに高度化を図るということです。自動車や半導体の生産では、タイは競争力がありますし、タイの外国人向けの医療ツーリズムには、定評があります。次に、新規産業の創出には、ロボット、航空宇宙、バイオ燃料・科学、デジタル産業、医療ハブなどの分野があります。前の5つの分野を基盤として、あらたな産業を興していくという考え方です。そしてそれらをドライバーに、先進国に向かうということかと思います。技術やイノベーションが弱みと指摘されるタイにとっては、大きなチャレンジですが、そこに日本や日本企業の技術力へのタイからの期待があるわけですし、日本にとってもその分野を伸ばしていくチャンスと言えます。修好130周年を迎えた日本とタイの関係は、今までもとても緊密でしたし、これからも重要なパートナーであると思います。中進国の罠を打開すべく、タイ政府が示す長期ビジョンとしての「Thailand4.0」では、産業の高度化や高付加価値化が目指されています。長年にわたって日本企業が輸出拠点としてきたタイが、4.0として次の段階に入ることは、今後の両国の成長にとっても重要な課題になるかと思います。
