  • In March 1775, Virginia Delegates meet in defiance of the Royal Governor to discuss additional steps to opposed the actions of Parliament. When Patrick Henry proposes to build up the militia, opponents argue that such an action would be seen as preparing for war rather than peaceful resistance. Henry rises to proclaim that the British have already begun the war. Virginians can submit and become slaves, or fight for their liberty.

  • The Constitutional Convention got off to a rocky start, beginning nearly two weeks after the planned start date. Not enough states showed up until then. Delegates spent the first few days electing officers for the Convention. They unanimously selected Washington to preside. They also created rules for the Convention. Finally, Virginia introduced its Virginia Plan to begin the actual debate.

  • Massachusetts farmers feel the squeeze caused by excessive taxes to pay down war debt and a shortage of money in circulation. With the laws set up to benefit wealthy eastern merchants, to the detriment of the farmers, the farmers shut down the state government in protest.

  • Years of issuing paper money to finance the Revolutionary War continued in the post war era. By 1786, farmers in debt wanted to continue paper money policies that would make it easier to pay their debts. Merchant creditors opposed these policies. States that failed to address these demands often found themselves facing rioters who wanted to shut down the government.

  • The end of the war brought its own difficulties. The states no longer felt a strong need to remain united, and no one wanted to repay their war debts. In September, 1786, a group of nationalists met quietly at Annapolis, supposedly to discuss trade and commerce issues. They ended up proposing holding another Convention in Philadelphia to discuss a broader range of problems with the Articles of Confederation.

  • Thomas Jefferson drafts a bill to prevent Virginia Tax dollars from being used to support the state church, Anglicanism in the colonial era. The church itself rebrands itself as the Episcopal Church, but still hopes for state support. For years, the debate rages. After Jefferson leaves for France, James Madison takes up leadership on the fight, getting the Assembly to pass the bill in 1786.
