The price based award or what's known as the low bid procurements has been used by many organisations for decades. While it can work on some procurements, it would bring significant risks if used on other complex and risky projects. In this episode, we discuss the scenarios where the low bid could work and can help clients to quickly finalise their purchases; also we talked about why it's too risky to use the same approach to have costing as the primary focus when awarding tenders for complex and risky projects.
What's even more dangerous is that many clients believes they are not doing price based award becasue they have other evaluation criteria elements besides cost, but in fact when you look at the evaluation details, the price based award is happening without these clients even noticing..why? becasue vendors typically submit very large proposals that are full of marketing and sales materials (which at the end looks the same between vendors) and evaluators get confused and as a result, they tend not to read every page of every proposal so the scores they give is not a full reflection of the proposals..so in that environment the only decisive factor that differeniate proposals is what...it's cost.
