    United Methodist Homes is planning the development known as The Enclave, a dementia care center.
    The property is about 19 acres and is located in the R40 B residential agricultural zoning district. After many public hearings, it was approved in a 5-2 vote on October 19, 2022.
    The plaintiffs say that the board failed to recognize that granting a variance applying to an entire zoning district is beyond their authority
